SYDNEY-VICTORIA consisting of the County of Victoria and that part of the counties of Inverness and Cape Breton contained in that part of Cape Breton Island lying northerly of a line described as follows: commencing at a point in the Gulf of St. Lawrence between Pillar Rock and Pointe à la Petite Prairie on the westerly boundary of Cape Breton Highlands National Park, at the mouth of Chéticamp River; thence southeasterly and easterly along the westerly and southerly boundaries of said park to the limit between the counties of Inverness and Victoria; thence southerly and easterly along the limit between said counties to the westerly limit of Cape Breton County in Bras d'Or Lake; thence northeasterly along Bras d'Or Lake and East Bay to its northeasterly extremity; thence northeasterly in a straight line to the westerly extremity of Blacketts Lake; thence generally northeasterly along Blacketts Lake and the Sydney River to the southwest corner of the City of Sydney; thence easterly and northerly along the southerly and easterly limits of said city to the DEVCO Railway south of Grand Lake; thence northeasterly along said railway to Northwest Brook; thence generally northerly along Northwest Brook, Lingan Bay and Indian Bay to the Gulf of St. Lawrence.
